Siac Construction v. Mayo County Council IEHC 97
Under the MEAT procedure , the contract could be awarded to the Participant whose tender, it was felt by the Councils expert, would turn out to be the lowest. This was the case so long as the this award criterion was stated clearly at the beginning of the process and that the experts opinion was based on objective factors taken in the course of good professional practice and that these factors were relevant and appropriate to the assessment made.
